中文摘要: 面对水生态文明城镇的建设要求,以"绿色水资源利用效率"为研究主线,根据其客观存在的区域差异,从时空耦合角度,探讨不同发展阶段,不同地域的水资源利用效率及其与新型城镇化过程交互作用的演变规律。首先,针对现水资源利用效率计算不考虑非合意产出的缺陷,设计方向性距离函数模型,测度各区域的绿色水资源效率。其次,通过变异函数模型和空间自相关分析法,评价各区域绿色水资源效率的空间差异程度,并分析其演变过程和影响因素;再次,在分析绿色水资源利用效率与新型城镇化耦合效应的基础上,建立基于奖优罚劣原则的循环耦合模型,探寻各区域新型城镇化速度、规模、结构的合理水平。最后,针对太湖流域进行实证分析,验证模型的可行性,并提出政策建议。研究结果将有效改善水资源利用效率,从而为综合协调人水矛盾,建设水生态文明城镇提供理论指导

英文摘要: Facing the requirement of water ecological civilization town building, taking "green water use efficiency" as research object, according to its objective existence of regional differences, the interaction evolution between water use efficiency and new urbanization process of different regions is explored from the space-time coupling angle. First of all, directional distance function model is designed to measure the regional green water efficiency according to current water use efficiency defect of not considering non-suspected production. Secondly,the spatial heterogeneity of regional green water use efficiency is evaluated by variogram model and spatial autocorrelation method. The evolution process and impact factors of it are also analyzed. Then, building circulation coupled model on the principle of "rewarding efficiency and penalizing inefficiency" to explore reasonable level of new urbanization size, speed, structure based on analysis of the coupling effect of green water use efficiency and new urbanization. Finally, this research method is applied to Taihu River Basin to verify the feasibility of the model and put forward related policies and suggestions.
