中文摘要： 城镇化是现代化的必由之路。推进城镇化必须与低碳城市建设有机结合。低碳城市建设试点城市南昌应努力探索碳减排的有效路径。因此，城镇化下低碳城市建设中碳减排经济政策工具研究系我国当下国民经济和社会发展中迫切需要解决的关键问题。本项目拟从碳交易市场建设和碳税设计的全新视角入手，研究如下内容：1.碳减排压力与日俱增；2.命令-控制型碳减排政策的局限性；3.经济政策工具之一：碳交易市场建设；4.经济政策工具之二：碳税框架设计；5.低碳城市建设中碳减排政策工具及其组合的选择。通过上述研究，本项目拟达到构建低碳城市建设中碳减排经济政策工具比较与选择框架的目标。为了达到上述目标，本项目拟采取实验研究、博弈分析、投入产出分析和社会核算矩阵分析等多种研究方法，解决下列关键科学问题：1.排放权初始分配方式的公平与效率；2.排放权交易市场的成本-效率；3.碳关税对我国国民经济的影响；4.中国碳税的预期效应。

英文摘要： Urbanization is the only way of modernization.Promote urbanization must combine with carbon urban construction.Nanchang should strive to explore effective path to reduce carbon emissions.Therefore, the The Study of Economic Policy Instruments of Carbon Emissions in Low-carbon Urban Construction under Urbanization: A Case Study in Nanchang is an urgent need to address the key issues of national economic and social development in China.This project intends to start from the new perspective of the carbon trading market construction and the carbon tax design.Study the following: 1. Pressure of carbon emissions is increasing; 2. The limitation of control-and-command; 3.Carbon trading market building; 4. Carbon Tax Framework Design; 5. The choice of carbon reduction policy tools and combinations in low-carbon urban construction.Through these studies, the project intends to achieve a goal of construction the framework of the comparison and choice of carbon reduction economic policy tool in low-carbon urban construction. To achieve the above objectives, the project intends to take experimental study, game analysis, input-output analysis and social accounting matrix analysis and other research methods, address the following key scientific issues: 1. Fairness and efficiency of initial allocation of emission rights; 2.The Cost-Efficiency of emissions trading market; 3. The impact of carbon tariffs on our national economy; 4. The expected effect of carbon tax in China.
