中文摘要： 国际市场竞争日益激烈，贸易摩擦不断加剧，贸易争端逐步升级。倾销与反倾销问题是长期以来，国际经贸领域中不容忽视的焦点问题，制定完善的反倾销政策措施已成为中国贸易自由化、国际化、制度化的重要环节。我国政府相关部门在反倾销立案、实施环节方面逐渐积累了较好的经验，但是受到该领域评估理论与方法的制约，反倾销政策实施效果的评估并不理想。反倾销政策救济效果评估涉及政治、经济、贸易等多级领域，是充满科学性和系统性的复杂问题，其评估理论体系有待不断的探索与创新。 本项目基于公共政策与贸易政策理论，结合我国反倾销工作实践，对反倾销政策在不同经济层面的作用机理进行分析，明确反倾销政策实施效果的影响途径与方式；构建反倾销政策实施效果评估理论体系，对评估原则、评估对象、评估指标、评估标准等方面进行分析与界定，并在国内外已有成果基础上进行探索与创新，提出适合我国国情的反倾销政策效果评估的科学方法；对我国反倾销典型案件进行实证分析，研究结果为政府相关部门的工作实践提供理论支持，为中国未来反倾销政策的完善与调整提供政策建议与决策参考。

英文摘要： With global market becoming increasingly competitive, trade disputes and frictions come one after another and induce more tensions than ever. Dumping and Anti-Dumping issues have long been the focus problem in the field of International Trade, and to make sound anti-dumping policies plays a significant role in China's pursuing of liberalization, internationalization and institutionalization of trade. Related departments of our government have gained experiences in terms of the initiation and implement of anti-dumping measures through years of practice, however, lack of assessment theories and methods has restricted development in the area of anti-dumping policy assessment. The assessment of anti-dumping policy, which covers politics, economics, trade and many other multi-level areas, is a scientific and systematic subject which has much room for improvement and innovation to its theoretical system. Combining the theory of public policy and trade policy with China's practice of anti-dumping measures, this project analyses how anti-dumping policies act at different economic levels and the approach and mode of its effects. We build a assessment system of the effects of anti-dumping policies, defining and analyzing the principle, object, index, standards and so on. This project contains empirical analysis of typical anti-dumping cases of China to find scientific assessment methods that can apply to the situation of China, and to search for development and innovation based on current research achievements both home and abroad. The results of our research can provide theoretic support for the practice of related government departments by offering advises and references to the future development and adjustment of China's anti-dumping policies.
