中文摘要： 以战略性新兴产业在全国各区域健康有序发展为目标，研究国家和各区域的产业推进政策可能产生的各种效应及其作用机制。在研究视角上，以各地广泛采用的财政、税收、投融资政策的单个效应及其政策组合影响为分析对象，探讨不同政策对国家和区域发展的作用。在方法学上，以一般均衡理论为基础，发展动态多区域CGE技术开展政策模拟，从社会经济系统层面，构建多区域动态CGE模型，在不同政策组合情景下，从产业带动、劳动就业、经济增长、资源消耗和社会福利五个方面，分析政策在不同区域、不同领域和不同时间的直接影响和间接"溢出"作用，并分析产生效应的原因。研究内容从以下方面实施：1.战略性新兴产业政策在区域层次和国家层次的作用机制。2.我国中央和省级层面制定和实施的战略性新兴产业政策总结和分析。3.不同区域战略性新兴产业政策效应的CGE模拟分析。4.基于效应视角的区域战略性新兴产业空间布局和政策选择。

英文摘要： Aiming at the healthy and orderly development of strategic emerging industries in all regions of the country, this project researches the effects and mechanism of national/ regional industry promotion policies. In the research perspective, the project analyzes the individual effects and combination influences of the financial, tax, investment and financing policies which are widely adopted across the country, and discusses the role of different policies on national and regional development. In the methodology perspective, policy simulations are carried out based on the general equilibrium theory. Dynamic multi-regional Computable General Equilibrium (CGE) models are built from the socio-economic system level, and the direct impact and indirect 'spillover' role of policies in different regions, different fields and different time are analyzed in different policy combination scenes. The analysis is developed from industry leading role, employment, economic growth, resources consumption and social welfare five aspects. And the cause of the effect is researched based on the modeling and analysis. Research contents include: 1) Action mechanism of strategic emerging industries policy at the regional level and national level. 2) Summary and analysis of strategic emerging industrial policies implemented and made in Chin
