中文摘要： 公共利益导向的绩效管理是当今公共管理研究的前沿，在绩效评价基础上开展绩效控制与改进是绩效管理的核心。中国新一轮的医药卫生体制改革的重点工作之一是加强公共卫生体系建设，在筹资问题基本解决之后，建立科学规范的运行机制，提升公共卫生体系绩效将成为公共卫生体系建设的核心问题。本研究以已经完成的国家自然科学基金资助项目"农村区域公共卫生体系绩效概念模型研究"和"农村区域公共卫生体系绩效评价研究"为基础，通过现场调查、文献研究和理论分析，确定农村区域公共卫生体系绩效形成的关键环节和主要影响因素，探寻农村区域公共卫生体系绩效形成的内在规律。借鉴机制设计理论的精髓，结合农村实际设计农村区域公共卫生体系绩效控制机制，在干预实验的基础上，研究建立农村区域公共卫生体系绩效控制模型，不仅发展了公共卫生绩效管理理论，还可为改善农村公共卫生体系绩效、保障农村居民健康提供理论指导。

英文摘要： Performance management with the oriented public interest is the forefront research of the world's public management nowadays. The key research of performance management is performance control through the performance assessment. One of the most important measures in health reform started from 2009 is strengthen the development of the public health system. Therefore, it is the key area that establishing the scientific operation mechanism for public health system with the purpose to improve the performance of public health system. This research is based on the researches of the National Natural Science Foundation of China which named 'rural regional public health system conceptual model research' and 'rural regional public health system performance evaluation research'. Combining the field investigation, literature study and theoretical analysis, we will explore the controllable factors and key points of rural public health system performance and the formation pattern of the rural regional public health system performance. Morerover, based on the mechanism design theory and the performance control mechanism for rural public health system which studied in the field investigation, we will constructed performance control model after 2-year intervention controlled trial in rural China.
